Citi won't convert existing cards to Costco Citi (yet?)

I have a Citi TY Preferred card which I never use (which was converted from a Citi Extra Cash). I figured I would be able to convert it to the Costco Citi card when it came out to avoid the hard pull.

I tried calling customer service but didn't want to be on hold for over 30min so I did an online chat where the rep told me that you can't convert to the Costco card "at this time". I was wondering if anyone else has tried or heard anything different?

well I called and was routed to 3 different people. The last customer service rep would not let me convert Citi TY Preferred card which I never use as well. I was so angry and asked why not. I had converted one of my Citi TY Preferred cards to citi double cash back last year. that said it has to be a new account. I wanted to avoid the hard pull as well.
