How are eBay sellers getting Home Depot 15% off coupons

Does anyone know how anyone gets a 15% off Home Depot coupon? I see several posted for sale on eBay. Clearly they are getting them for free somehow. Any ideas?

Those are a rip off, you have to look at how much they're asking for them. The old saying they're a fool born every minute lol. I've never bought anything off ebay, you can get as good of deals from places you can trust. Most selling on there are con men.

The ones I got about 3 months ago were for 15%. And I got 2, one mailed to my original address and one to the new address. Along with Bestbuy , Target and other Qs.

We are moving and I did the change of address and only got 10%. I wonder if the 15% is random. Technically the extra 5% would save me over $50 more than what I'm going to buy. So paying $30-40 on eBay. I'm still slightly ahead of the game.

Did you do it online or in the Post Office? I did it online but wasn't offered HD coupons, just Lowes and Best Buy. Which area are you from?

I did it online. I live in the Tampa area. Got both Home Depot and Lowes. Unfortunately no Best Buy tho.

I had the same question about getting the 15% off Home Depot...I am planning to buy it for around $30 as its saving me over $75..
