In many jurisdictions across US transportation prices are government-regulated.

Even if ride-"sharing" companies claim that ride is pre-arranged
(which in most cases is not) - prices are set and cannot exceed the upper limit.

Problem is x2 / x3 /.../ x12 times surge-price does exactly that.

I believe there is a pending lawsuit on that, among many other things.
