T-mobile makes calling to Taiwan free for customers until 7/14. I called into T-mobile and they confirmed the deal will work on both landline and cell phone in Taiwan. Calling to Taiwan mobile phone on Google Voice and Skype usually cost ~10 cents per minute. See link for details.
