All depends on what you're looking for. I was looking for a 6th gen i5 system around $400, and this is a great deal in that regard. For the use you described, I'd think you could go cheaper than this.

Its a very respectable config for <$400. CPU is plenty for what most people do. Two ram slots, so if they put an 8GB stick in you can add 8 more, otherwise you'd have to buy two 8G sticks. Power supply isn't good enough to put a graphics card in but it has the slot, so a power supply upgrade would let you put whatever you want in it.

An SSD add in would make it very nice.

I have the same guts in a different box and use it as a home theater pc. All I added was an ssd and except for when I'm running handbrake on a huge bluray mkv re-encoding to h.2565it performs well. I also own the same acer box from a year ago with an i7-4790. Its not a huge box, it could use more/better fans, but I put a better PS in it, a gtx 970 and it does nicely as a basic gaming rig.

You can always do well building your own and that's a good move if you can do the work. If you want a pretty good <$400 machine that's fairly turnkey this is decent. If you can clone a drive and stick an SSD in, its very decent. If you want to turn it into a gaming machine next year for $300 and some elbow grease, its doable. If you want a high end video editor, something to crunch blu rays into h.265 all day or a high end gaming machine its the wrong pick. However I fed my poor little i5-6400 with 31 BR rips two days ago to turn into h.265 videos and it got there eventually.

Newegg has a refurb i7-4790 box for $429 with the same power supply/expansion issues. Thats better if you want lots of cpu horsepower. Otherwise for a prebuilt sixth gen i5 box that'll do a lot, this is a good deal.

It's not recommended to upgrade budget OEM machines to try to turn them into gaming machines. Sometimes you can get away with a low power low-end graphics card, but once you start throwing the high-dollar hardware at something like this, the motherboard, case, and PSU all become issues...

However, if we're talking about just slapping some RAM in and a SSD, maybe adding a BDROM drive, those upgrades are all fine for OEM machines. The SSD would certainly be the most dramatic performance upgrade you could to this thing.
