If it is the 2nd gen, no you can't use it on other GSM networks although it does have the bands.

Verizon has locked it down. There is a soft workaround but locks again if updated OTA.

they are not Verizon locked in hardware but software wise, you have to do a few steps to get it going on GSM. and will have to re-do those steps every time the sim card is swapped (or on factory reset)

then re-do the steps after OTA or sim-switch. no biggie.

So is it correct to say it can still be used with T-Mobile and AT&T although it takes a bit more effort to configure? What Verizon is doing is actually a direct violation of the agreement with FCC which says Verizon needs to keep their LTE phones unlocked.

I have created batch scripts to automate this GSM Enabler, Bloatware Removal etc., and posted it on XDA a while back.

Yes...BUT, the person using a flip phone is presumably not paying for any sort of data plan (I'm assuming it's a $10 line on a Family "Nationwide" plan). Verizon Wireless requires that the use of a "smartphone" be accompanied with a data plan. If the family plan is indeed the Nationwide plan, that would require an additional $30/mo data plan. (and yes, Verizon sucks.)

The instruction from your link requires plugging the phone to a PC and running a command. Try this instruction instead as it does not require plugging the phone to a PC https://youtu.be/2G_sbHCj4qs . I actually followed this and got a Verizon Moto E 2nd with the newer firmware work with T-Mobile last month. It is definitely trickier than before.
