EVERYONE: this program is being rolled out over several days, and is not available to everyone immediately. I tried Wednesday 7-27 and it wasn't available to me. This evening, Thursday 7-28, it is now available to me. If you get an error, try again in a day or two.

If you don't see Family under Account try this

I don't see Family in Google Play --> Account...

I didn't either until I set it up using Google Play Music. You can bail before actually signing up for the music family plan, but then it should show up in Google Play after that.

Was this already a part of the Google Music service I pay for?

Bummer that Google apps and Google for work accounts are left out. My apps account has 6+ years of movies and apps and books.

But its for this very reason I stopped using Google Apps and started over fresh as a proper @gmail user

It's different. What you're referring to is where you pay one price for Google music and YouTube red and can share that for $15 a month. This is a similar idea although no monthly fee and instead of granting access to music and YouTube red you're sharing movies and apps and books. Music is not included. Any music purchased will not be shared with "family".

Any movies or TV shows you purchased before your Family Library was created can be added to Family Library.

After you sign up for Family Library or join someone's family group, new movie and TV show purchases can only be added if you purchase them with the family payment method, a Google Play gift card, or a promo code.

If you purchase a bundle of movies, you can only add or remove an entire bundle from your Family Library, but not individual movies.
You can't add movie rentals to Family Library.

You can't add TV show rentals to Family Library.
TV shows aren't available in all countries.

You can't share in-app purchases and free apps with your family members.
Any apps or games purchased after July 2, 2016 are eligible to be added to Family Library. If you purchased the app or game before July 2, 2016, it's eligible for Family Library if the developer has made past purchases available. You can find out whether this is the case by tapping Read More on the app's details page.

If the book publisher allows for books to be added to Family Library, you can share it with your family members.
You can't add free samples, public domain books, personal documents you uploaded, or books you rented to Family Library.
