How effective are these cleaners? Never tried any but if they work I'll give it a shot.

Higher octane will not clean your engine, nor will it give your car more power, though both of those seem to be fairly common misconceptions. The label mentions MMT, methylcyclopentadienyl manganese tricarbonyl, which has been used as an octane booster in fuel for quite some time.

If you have an older car with considerable carbon deposits your combustion ratio could be off spec, which would possibly cause some pinging, in which case you might have to use a higher octane fuel in order to prevent damage. Overall, though, this product is not going to clean anything.

There are additives out there, such as SeaFoam, which are effective at cleaning out carbon deposits and sludge. It is generally fairly cheap and as long as you follow the directions it will not cause any damage to your vehicle.

best to add seafoam in the tank or elsewhere?

Really there are 3 suggested applications. 2 you can do with absolutely no automotive knowledge needed, 1 I would recommend that you have at least a basic understanding of what is going on under your hood.

Easy to do, requires no real knowledge.
1. Add 2 ounces per gallon to fuel.
2. Add 1.5 ounces per quart of motor oil directly into the crankcase (where the oil fill cap is located under your hood). Only do this just before getting your oil changed. It's recommended to only drive 100 or so miles before changing out the old oil/seafoam with fresh oil.

Easy to do but does require some knowledge and a second person. Quoting the process from another website for simplicity's sake.

Have someone start the car. They will probably need to rev the engine during the next part, but only enough to keep it running. With the engine running, slowly dump about 1/2 of the can into the funnel and let it get sucked up by the engine. This will cause volumes of white smoke, but not to worry. This is normal. When you get down to about 1/2 to 1/3 of the can left, dump the rest into the funnel and as soon as it is sucked in, have your helper shut the car off. Let the engine sit for about 10-15 minutes. After the wait is over, start the car back up. This may be a little difficult and again will cause a bunch of smoke. Keep the engine running until the smoke disappears. You have now successfully completed a Seafoam treatment. This will clean all of the carbon out of the intake tract, from the valves, and from the combustion chamber.
