That's unfortunate! I've purchased about 40 cards from the site (mostly Home Depot & Marshalls), and so far haven't had this experience. Not saying it doesn't happen - and part of me worries about that each time I order - but just adding some additional experience.
First card I bought from raise ($100 card) came last week and was already deactivated by the time it got to me in the mail. Easy refund (took about three days but no pushback) but still not really worth the time / hassle in my opinion unless you're getting a pretty substantial discount.

i just got a HD GC that was 8.6% and added the 5% on top for $600 something. Hopefully it comes activated.

Just FYI the home depot cards are merchandise credits that can only be used in store. Can't even check the balance online

I just used about $700 of HD store credits that I got last week from Raise. All worked just fine. That being said, I still bought a high dollar item that I will return so that I can get a new store credit where I am in complete control.
