AFAIK, this is a controller app that ties to your PC. For example, if you have a laptop hooked up to the TV for Netflix, you can control it using your phone, rather than manually getting up and using the mouse/touchpad.

This is not actually an actual IR app, it won't control any devices with direct-beam technology if your phone doesn't have an IR blaster, though. It will only allow you to control a connected computer/HTPC.
ir and ear blasters are not compatable
Is there any way to control my wife with this?

Does this has the same features as the Logitech Harmony remote (like supporting many of the devices listed in Harmony database)? Meaning can this replace Logitech Harmony remote in the living room?

If your phone supports IR, you can replace a lot of the functionality of a harmony setup with this app. Most phones don't have an IR blaster though, and for those ones you will still need the harmony.

That being said, I have the harmony hub and control it with my Echo; it would be a pain to set up my echo to control my devices via Ultimate Remote (you'd probably need tasker and autoremote or join and would need to write an echo program to send the right commands to your phone).

They also have Unified TV which looks to be in testing. It works with the xbox one, 360 and ps2, tvs, receivers, media players, etc. so maybe they will eventually get support for the ps3. You might contact them and see if or when it could support the ps3.

Does it makes sense to buy the TV app then? Does it include all the feature of unified remote?

So just because your phone had an IR blaster doesn't mean this app will work? I have a Galaxy S5
