Dell Venue 8 Pro was too small for my use as a tablet. Trying to use it as a touch screen running Windows was next to impossible. I added a Buletooth keyboard and mouse just to make it usable.

Just went though all this myself. Best I can suggest if he is really set on that form factor is the Surface 3. It is the only full windows tablet smaller than a Surface Pro that actually performs. $450 new for the 4gb model and around $300 used.

That $200 ceiling will get him very little other than buyers remorse sadly.

If he wants to go a little bigger and spend a bit more the Dell Venue Pro 11 7140 with the Core M processor is a solid buy. It can be had used for under $300 now days. I used it for a year and liked it over the Surface Pro 2. The pen works well now days and the battery extending keyboard can be found used on Amazon for $30 as well to make a decent ultraportable laptop.

Dell does have the 10" tablet series, but I have never used them.

Dell has a new Venue Pro 8 (5855) that is just priced silly for around $400. HP has the 608 which is impossible to find and has a slew of problems. They are both using the new Cherry Trail Atom processors but I don't think they perform well with it due to heat throttling. Both companies had earlier releases for 8" tablets but they were rather terrible. Especially the Stream.

I would not suggest any offbrand or China tablets. Although I have heard decent things about the Teclast x98 pro that uses the Ipad Mini screen and dual boots Windows and Android. Sadly, it still requires a fair amount of tinkering to get it going and there is no support for it. I still think it is out of his budget though.

A Thinkpad 8 is a possibility if you find one used. It was my best experience for the 8" Baytrail tablets. This may fit his budget. I recently ran into one for $90.

In the end, the form factor is a pain to work with to get a decent Windows experience. I mostly have interest in them for a portable Steam gaming machine. I could not imagine actually writing anything on them. 10" is really the limit for actually doing any real work on a screen. I think he would be much happier with a Surface 3 than anything.

Keep in mind that anything you find used will likely have Windows 8 and the free update to 10 has expired. 8 was a painful experience on a tablet which is rather sad since it was meant for tablets.

Not too terrible of a price, I'm sure you could do better. My experience had the Pro2 as a pretty nice beast of a machine. The Pro 3 is a size footprint that is better in portrait mode and a bit thinner. It has cooling issues though. The Pro 2 was able to play Shadow of Mordor on low as well as a surprising number of other games. Great screen as well.

You may be able to do better on that price. I usually ended up getting stuff from Blinq either through their main site or the ebay store. They constantly have 10% coupons available.

As for getting Windows 10 now for used machines, I am looking into the cheapest options. I know there are key available out there for around $20.
