There is a $1 manufacturer coupon instore -- you can print 2 per browser/device, but you can use up to 4 on a single trip, so if you get this in-store, it's another $3 off

Wouldn't Costco be more expensive? You would have to by three of those at Costco which would be 19.99 X 3 = $59.97

Am I missing something

425 sheets per roll vs 176 sheets per roll. Each roll is almost 3X larger. Though the quality may differ, but its 2 ply for both. To each his own.

You paid $55 for Costco membership. $0 at Target. Not an apple-apple comparison! Additionally, Costco's version is soft only, no Strong version. Based on my past experience, the soft version will result in lots of wasteful sheets. The Strong version will cost you less soap to wash your hands afterwards.
