Why do they call these labels? I remember using these as a kid to reinforce holes for 3 ring binders. Looking back, what a silly waste of time and materials.

Because many manuals and similar resources, especially when they needed to be kept up to date or you needed to be able to take pages out to simplify working on items were in three ring binders. Copiers were also a fairly new tech, quite expensive, and you often lost a fair bit of detal (think exploded engine veiws or circuit diagrams - lack of detail can become a major problem),

These hole reinforcers (they weren't called labels when you licked them and put them on) were to fix a torn hole, or to reinforce them on a page you knew was going to lots of wear and tear. Today with high quality cheap scanners a dn printers, tablets, etc. these are becoming increasingly rare, but it still can be useful.

They have become increasing rare.
