My pc currently does not have activated windows, so can i buy this oem version to upgrade my pc to windows 10?

Yes you can use this as a clean install as well as an upgrade.

Experience with Windows starting with Version 1.0 tells me to never do an in-place upgrade. Always find a way to do a clean install. You have to back up your data first, and you need to collect the drivers you will need before starting. I knew better, but tried an in-place upgrade on my kids computer - short on time and feeling lazy. Have stability problems with Win 10 Pro x86 because I did an in-place. Another similar hardware did a clean install, much better, more stable. Something to think about.
