There is no way to really stop someone from selling iphone with Balance on the account. It is upto the buyer to ask for IMEI and run IMEI check to confirm that there is no balance. This is a common fraud that is rampant in ebay today. For e,g here is something really easy to do

- Buy a iPhone on AT&T next 24 months.
- After 2-3 months sell it on ebay
- chances are that buyer does not run IMEI check
- Buyer will put his SIM in and it will work
- Couple of months after sale Seller will stop paying
- AT&T will blacklist the IMEI
- Buyer is stuck with brick with no way to use it in USA because all carriers use this Blacklist

Anyone who buys should do IMEI Check. There are multiple web sites to do this ... I have used swappa in past. I know T Mobile offers a link to check if a phone is eligible to be activated on T Mobile. I wish all carriers got together and established a common web site to run this check.

It has 30 days money back and Ebay guarantee. Enough time to check the IMEI and return if there are payments left on the phone?

IMEI won't be blocked until a couple months after the account owner stops payment, so a clean IMEI now doesn't mean it won't be blocked months later

So I contacted them and this is what they said

No. The phone may very well have money owed on it. That is one of the possible reasons they will not unlocked the phone.
This phone will be blocked from everything but AT&T activation. If you intend on doing anything with the phone other than activating the phone on AT&T, this would not be the phone for you.

I went ahead and cancelled my order. They did it and refunded my amount.

Can swappa tell if the phone is paid off immediately? I mean if the seller is still paying the money, swappa can still tell this phone is not paid off, right?
