I guess this is targeted, I entered my skymiles and lastname it says

You'd most likely want to redeem these miles for airline tickets (honestly, not sure you can even use them for credit or gift cards). If you're looking for a card that gets you cash back or statement credit, there are plenty of good options out there.

your link takes me to enter my skymiles and last name, when I do so I get this message

"To receive your Delta SkyMiles® Credit Card offer, you must log in using the same SkyMiles® account number located on the email or letter where you received the specific offer."

Seems targeted, what am I missing?

This offer is not available for me on Delta. However you can get this on AMEX page. Here you go

EDIT: No longer valid. AMEX changed it to 35k under few minutes of me posting it.

First you need to be a Skymiles member and based on miles you acquire you can buy GC thru Skymiles Market Place, not sure about Statement credit.
