i3-2100, 8GB memory, SSD, nvidia GeForce GTX 650, Windows 7. Excellent internet speeds. I am not a gamer.

I'm thinking of replacing my 7 year old 23" Samsung 1080 monitor with a 27-28" 4K 16:9 monitor this holiday season. I'm thinking a 27-28" 1080 monitor would look pixelated unless it is about 3 feet away from me, so wanting it closer I'm looking at 4K.

If I use this monitor to watch 4K youtube/prime/netflix short videos will I have to get a new graphics card to see 4k?

This is my graphics card

No, your card supoorts up to 2560x1600, well below 4K. You will need to get a card at least one generation newer. GTX 750 and higher usually suport 4k resolution. You can find them on newegg for around $110.

A quick internet search showed that your processor does not officially suport 4k video. I dont know how well it would work if you tried.

Your best option would be to spend $100 on a new graphics card, rather than upwards of $600 for a new computer.
