For some reason the past couple days my Internet has been going in and out. One day it's working, the next day it's not. I recently hooked up a wireless router but I don't believe that's the problem.
The issue I have is, when I plug into the LAN (or trying to use wireless) it will say I'm connected and I am sending packets, but not receiving any, therefore I can't use the Internet. My provider is Insight if that makes a difference. I have also unplugged, restarted and done everything that I can think of with it...
Some ISPs require you to call them when you hook up a new device to the modem (e.g. adding a router). But, if it's working some of the time, that doesn't seem to be the problem. Are you sure the router works properly?

Try hooking up your cable/dsl modem directly to your PC. This removes many other possible sources of the problem (router, switch, wireless, etc.). If the connection is still bad, then it's clearly not those items. If the connection improves, then it probably is something among those components.
With a problem like this, you have to logically isolate and then eliminate culprits, or else you'll spin your wheels forever.
