Its becouse certain states forbid sending sample ciggerettes through the mail. You can receive coupons- but not actual sample cigs.
I know New York does not allow it and many other states.

The OP did not post the complete info - you have to be in a location where you can actually pick up the cigarettes - you are dq'ing for your location.

i DQed. Good thing I was quiting smoking on the firsat. I was just doing this so the cig company would lose money sending me cigs I was going to throw away. and they would pay me for it.

I'm near Chicago and they had a list of Malls where I could pick them up at (I checked off 2 of them)...
I do think it's area specific but I did add that it was the Survey Spot one and thought some might head to that thread to read....Next time I'll be sure to include the original info with the added post!

Florida does NOT allow cigarettes to be mailed only coupons which is why i believe most of us in FL have been Dq'd! :*(
