Original voucher must be surrendered at a Napoleon Perdis Concept Store to redeem the free Protégé Lip Gloss.
One subscription per person. One lip gloss per person, per voucher.
Protégé Lip Gloss must be taken as offered and cannot be varied or redeemable for cash.
Protégé Lip Gloss valued at $25 as the recommended retail value by Napoleon Perdis.
Subscriptions that are lost, late, misdirected, incorrect, garbled, or incompletely received, for any reason, including by reason of hardware, software, browser, or network failure, malfunction, congestion, or incompatibility at Napoleon Perdis’ servers or elsewhere, will not be eligible.

Hmmm, I read the pulldown as your "preferred" store to buy their products. The terms say the voucher is only valid at concept stores, and according to the locator, they are all in CA:

Mine also said the "promotion" ended 3/7 - but i think it's talking about the actual "sign up for the posse club and get a free lipgloss" promotion, which ended march 7th. I'm pretty sure you can still redeem your card, as long as supplies last! Hope that helps =)
