Don't need to use the PS3 (as far as I understand). This isn't actually for your gamer tag on PS3, but for the PSN. The way I found it was to search "playstation network austria" in Google and came up with this website:

I then registered an account for PSN there (after lengthy back and forth translation). As far as I know I should be good to go now, although I didn't notice anything on this website reflecting the same deal with Wipeout.

Just to download. All games are available from all profiles, regardless of region. It basically only changes what PSN store you connect too.
