in Hot Deals, why do I see the same threads from page one when I'm on page 2. Then I see the same threads from page 2 in page 3 and so on and so on.

Because people post so fast. While you are viewing a new page, you can see the same deal you saw before because those threads are constantly being bumped especially if it's a hoi deal. . To avoid this you can right click [PG2] and open in a new tab.
