I agree rebates can be a pain but most folks put AR (after rebate) in the title or they should.

Perhaps Slickdeals mighty webmasters can add a new choice at the bottom of the post, you have to choice a category, like apparel or electronics. They could add a choice of rebate/no rebate. Then you would know at first look what you were getting into.

Why should they bother when (most) people in Freebies cannot put that the deal is for "businesses" only or that it is e-mail, phone or SASE like the rules already state?

Yes, people can be winnies and not post important information...they should

But you can make it a requirement...you can't post a new deal without selecting a category. The system won't let you.

You can have the same requirement, no rebate selection, no posting. They have to mark Rebate/No Rebate to post their deal.
