Click on the number next to their little green box.

Your rep will not count towards that person's rep count until you have 50 posts, but they will be able to see that you repped them.

And do check out the FAQs....there's lots of good stuff there.

<----------- You click the green box next to the reputation number

New users cannot rep until a couple of posts and some time spent on the forum. IIRC, once the title under your user name changes from "New User" to "L1: Learner". I believe you are able to rep, although they are grey. Grey reps do not actually go towards the reputation number, but it is an excellent way to let a deal poster know that they posted a good deal. After 50 posts, your rep point will be green and be worth 1 point. The reason for of all this is to prevent users from opening multiple accounts and start repping themselves.

Other people have had trouble with it before, I think there was talk about making a bigger "reps" FAQs section, but I'm not sure if that is happening or not. I know the FAQ doesn't explicitly say how to rep someone else, so maybe that could be a future improvment.

I'm not sure I understand your question. Are you asking what reps mean to the other person, or how to give reps?

It depends. Rep points can be worth 1, 2, 3, or 4 points.

***

10 - 499 reps = 1 rep (If your reps are not gray.)**
500 - 999 reps = 2 reps
1000 - 1499 reps = 3 reps
1500+ reps = 4 reps

*Of course the number of posts and the amount of time you have been here can also increase your repping power (and yes, all these factors for reps are stackable  )

**Gray reps (they do not count towards the number of rep points) are for users who have under 50 posts.
So reps can be worth more than one depending on your time here/number of posts/number of reps

1. Reps by time here

Right now gkwong, your reps are worth 1 point. After you have been here more one year (but not two years) it will be worth two.

2. Reps by time here/number of reps

As of this moment, people who have reps that are worth 4 points are (assuming their reps are not gray ):

the moderators (http://forums.slickdeals.net/showgroups.php) of this site

people who have been here less than one year and have over 1500 reps

people who have been here over one year but not two years and have between 1000 - 1499 reps

people who have been here over two years but not three years and have between 500 - 999 reps

Another similar combination

3. [U]Reps by time here/number of posts/number of reps

IIRC for every 10,000 posts, you get an extra rep point as well

So for example:

A person who has been here over one year (but not 2 years), has over 10,000 posts, and has between 500 - 999 reps would also have the ability to give a 4 point rep.

Wasn't that easy to understand :D

There is also a lot of information in the FAQ's if you are interested.
