a thumbs-down sign will not appear unless a number of people vote the thread thumbs-down.Or, no symbol is displayed until there is a net balance of a certain magnitude between thumbs-up/down votes.

There can be many down votes, but if there is an equal number of up votes, there is no symbol.

Is this right?
