I was looking at booking a non refundable rate room and I was just curious when the best time to book would be? Is there a certain point in time when hotels will no longer offer this discounted rate? I'm looking to travel to the HGI Times Square towards the end of July.

This changes all of the time-if you find a deal in NYC (I am from NJ), under $250 or so, book it. Rules of booking and rates change by the minute. Have fun!
