Looking for fourd different air cards for Four people

I am looking to get air cards for four different folks. We have the following criteria:

- Be able to get on the internet using the air card
- Must not be a 'contract,' month to month basis (would consider replies in case it is easily to get out of contract)
- This would be for a state project, so if you know of any government discounts, please feel free to chime those in

I see. They do give out rebates for signing up a contract...but it would be nice to not have to do that.
