I came across a thread on this site that talks about how overpriced lowes and homedepots are.
I am in need of 30-40 bags of river rocks for my garden.
what would be the best place to buy such?

You can probably buy it bulk, like a pallet or half pallet of river rock from a local stone and gravel place. Just search stone+"local area".
Here's a couple that came up in Google,

I definitely wouldn't buy it at lowes. When I was buying rock for my garden, it was going to be over $150 at Lowes and less than $75 for the same amount at a local landscaping place. I just searched yahoo yellow pages for landscaping and then went to a few of the places to check out the prices and selection. The selection is way better at the landscaping places too.
