I have gotten an ASUS EAH3450 (http://www.newegg.com/Product/Product.aspx?Item=N82E16814121259) for a regular 4700. $30 + SH at NewEgg with $10 MIR also available. It comes with a dual-slot low-profile bracket and includes HDMI out. I would assume it would work in a 4700c (http://support.dell.com/support/edocs/systems/dim4700c/en/SM/specs.htm#wp1052631)'s PCIe x16 slot, but don't know for sure (seems likely).
As far as OTA TV, maybe combine with something like this (http://www.newegg.com/Product/Product.aspx?Item=N82E16815116028) in the x1 slot (also comes with a low-profile bracket)?
