Best Europe phone card?

Hi all, my gf is studying abroad over in Germany this summer, and I was just wondering if anyone knows what is the best Europe phone card for a cheap price. The reason I say Europe instead of Germany is because she will be traveling through different countries as well. And no, she will not bring her laptop so no Skype or VoIP btw. Thanks!

studying abroad with no laptop...? yikes! Um, can she add an international plan to her cell phone for the summer? I also know of an international plan for a cell phone but I think it is in addition to the bill she has from her provider. It's like $24/month and may be worth it for just the summer...
