Went back and forth as to whether this was a freebie or free magazine. . .

I think you made the right choice. This would be considered a special publication of a magazine.
That said, it also looks like an old publication. A side column on page 4 compares the tax proposals of McCain, Obama, and Clinton. So this has got to date back to at least last summer. Given what has happened since then, I'm not sure this is such a great resource.
