Im trying to find a laptop/netbook for a college student. price range is under $400. Must have webcam and CD-Drive and atleast 12-13inch screen.

I think you may mean a laptop. In any case, you just probably look at netbooks, since they're in your price range.

I just read in the paper that walmart is going to start offering a laptop for under 400 that is (according to them) going to be a little more powerful than the average netbook. I'd suggest you go check that out -- that will be their regular price.
Otherwise HP seems to be running some deals and there are coupons on the front page
