I think so... I tried and tried to get this by signing in with my existing account, but it never worked. Might be you need to have new account, or might be that the site is broken, kinda looked like the latter. Finally gave up and re-registered with a new email address and it worked fine.

Maybe not. The rules of the offer are the first 2500 to "fan" them *and* sign up for the offer.

They're only counting the number of valid offer entries. (and there is no way to know how many there are for that)
