Okay, so in my rep in my User CP, I have 2 green rep symbols with messages and two grey symbols with no comments.. Are the grey ones negative?

Grey is neutral. Red is probably negative. Someone tried to give you rep but it didn't count. Whether they can give rep is related to post count and/or time they've been registered.

how the hell do you negative rep somebody.....couldn't this be abused bigtime. I suggest that be taken off.

Only users with special access (such as moderators) and users who have achieved reputation levels above 100 can issue negative rep points.

lol, thats only why the "special" people can do it, on another vbulletin forum i was a member of I think I reached -100 several times.

I have that ability and have given away 3 so far.
I have a few more members who I would LOVE to hit with a Neg-Rep but Im building a case before I hit them.
I wont just give them out for no reason.

What do the dots mean in the lower left corner of the individual posts? Sometimes they are green and sometimes they are gray. Does it mean something to do with being repped?

Green means they're online on the forums now, gray means they aren't :)

everyone could give neg rep, and they frequently did it to me as a game, also the more they had, the more it counted for/against. Some users had over 600 rep.

How is grey neutral? You have two choices when giving rep: Approve or Disapprove...

Rep in Gray is given by a L1 level user. Thats what happened to me.

Neutral = it didn't count. They didn't have enough posts to give rep.
If they are told they can't give you rep, it may be because they have given you rep too recently, or have given too much rep lately.

I just got a 3 point rep from a user that has 10 rep points and 90 posts, BUT he signed up on 07-29-2003. He is only a Level 2. This pretty much proves that what really matters is your sign-up date. My guess is:
For the first year 1 rep
2nd year 2 rep
3rd year 3 reps
The guy is on his 3rd year so therefore 3 rep points.
I'm on my second year, thus only 2 points.
Gray to green... probably a month? Don't know about that one.
