I am looking for a digital voice recorder that can transcribe recordings (e.g. voice-to-text).
any ideas which is the best/cheapest?

I don't think any of them do that. What you do is get a digital voice recorder that lets you easily transfer the files to your PC, such as through a USB cable. Make sure it promotes this PC transfer. They vary from $10-$100 and up. After you have the file on your computer, you'd need to run some software. There is probably some free software or cheap software out there, but even if you pay a lot, don't expect it to be really accurate. Unless the speaker is very, very clear.
I am researching this topic for myself so I have learned more: Olympus seems to make a speech-to-text recorder. Other people use Dragon software.
