For those who have Veterans in their families, the following certificate is a GREAT KEEPSAKE especially for the Grandchildren, etc. to have.
DoD explains Cold War certificate application procedures
The Department of Defense began accepting applications for a Cold War recognition certificate. Between 18 million and 22 million former and current service members and DoD civilians are thought to be eligible for the certificate.
Persons are eligible for the recognition certificate if they have military or civilian service with the War, Navy or Defense departments between Sept. 2, 1945, and Dec. 26, 1991. Congress established the Cold War certificate in Section 1084 of the fiscal 1998 National Defense Authorization Act.

Is this still valid?
The first link is to a press release dated April, 1999.
The second link is to an about.com page. The link referenced in the about.com page has an invalid certificate.
I don't know if this program is still in existence; in one of the pages I saw that the program was expected to last 10 years.
In case it still is valid, I was able to find a link to a copy of the application:

The fax number is (703) 275-6749. The electronic mail address is coldwar@fairfax-emh1.army.mil. Requests sent by e-mail will not be acted upon until the Fairfax office receives supporting documentation. Requests made on-line will be maintained for one year to allow ample time for individuals to forward supporting documents by fax or mail. Individuals normally will receive a response within 30 days; however, the turnaround time will depend upon the volume of requests received.
Applicants needing additional information may call the help desk at (703) 275-6279.
So, anyone know which is correct? I don't want to send my Mom's discharge papers with her social sec# on them to the wrong place!

Why don't you email them and find out for sure, before sending any type of info. If not, call that number, that is posted.

I sent an email last night to the Army Site and I asked them the following info.
Hi,
Is the following still valid to receive, Please?

Navy Vet: found on USN website: Cold War Medals
The Department of Defense will not be creating a Cold War Service medal, and commemorative medals being sold by private vendors are not authorized for wear on military uniforms. Former Secretary of Defense William Cohen approved a Cold War Recognition Certificate in 1999, and the Army, as executive agent, has been responsible for issuing them to any eligible applicant.
The certificate recognizes all service members and federal employees who faithfully served in the U.S. military during the Cold War era. For certificate purposes, that era is the end of World War II, Sept. 2, 1945, to the collapse of the Soviet Union, Dec. 26, 1991.
An e-mail distributed beginning in 2001 saying that a Cold War medal had been approved was inaccurate.
The only official site to apply for a Cold War Recognition Certificate is the Army's Web site at http://coldwar.army.mil. Any other sites offering certificates, replicas or other commemoratives for sale are neither official nor endorsed by Department of Defense or any of the individual services.
Effective date: 1 February 2002 The website security caution comes up on all DOD website, ok to go to as most vets will attest to.

I applied for one of these certificates three weeks ago since my grandfather served during this period and received it six days later. I faxed the application and supporting document.
