Looking for a cheap phone-no contract

Ive had packet 8 voip for over a year and about to expire- what is availble thats dirt cheap either mobile phone( i dont want a contract- or minutes that expire) or voip that i can make and recieve calls. I paid close to $230 for a year and can afford probably 1/4 or less of that amount- i dont make alot of calls, but ability to call landline and other cells on ocassion"
