I'm looking for simple affordable reading books for a beginner. Preferably sold as a set.

Does your child attend preschool? The Scholastic order sheets that come home monthly have great sets and the price isn't terrible.
There's also www.starfall.com that has a free reading program for preschoolers that is fantastic!

where r u located?
try your local library sale they have very awesome deals usually...for example, where I am, the hooked on phonics sets are like 8 bucks...other childrens books are in one dollar range etc.
are you looking for a specific set?

I have found ebay is one of the best places to find sets of books..also look at homeschooling sites..

Do you really need to 'buy' the books? We use our library. And, what is wonderful is that we actually can request books from anywere in the county. They will put a hold on the item and deliver it to your local library. We use a library that is on the way to a food store that we frequent.
They're really only reading the 'easy' books for such a short time. The kids really love too going to the library and picking out their own books. A big part of creating a positive reading environment is making reading fun. Our library also has a very extensive collection of childrens magazines. Oh, and DVDs. We don't own a lot of books or DVDs because of it.
I also second starfall.com. Likely my favorite place to go. The learning page also has some good resources, though is a bit more for K--3.
