Forum rules?

Are the rules posted in the Hot Deals forum applicable site-wide? If so, why aren't they stickey'd at the top of every forum, or prominently linked to from the page header or something?

I just went looking for an official set of forum rules or guidelines, and only found that, in a forum I wasn't even going to post in...

Click on FAQ then "what are the Rules" (3rd bulliten down). Those are the rules site-wide.
