How do I rate a thread? thums up/down

I just joined and can't find out how to rate a thread? I see thumbs down and ups in Hot Deals forum.

You need to be in the thread, not just in the forum. There you will see a rate thread option in the top right corner of the original post.

It's only there in the deal forums (Hot deals, for example)
