Reputation frozen?

I've received three reputation points 1 a long time ago and 2 in the past week or so, and they aren't allotting to my rep? I have gotten reps before and they went in, the reps that didn't have a gray block next to them as opposed to a green by the ones that worked, what is this mean?

The users who repped you do not have enough posts or reps for theirs to count. Only green reps will add to your total.
