Now you file a Police Report with the Tag # and the information you have; and for gawd's sake, I hope you have pictures of your yard before and after - so when and if you do get to sue in your local jurisdiction - you have proof YOU didn't dig the freaking holes Tags are traceable as long as he didn't steal it from someone else to put on his vehicle.

That's called being "naive" and why States have made laws regarding "Contractors" and there are also booklets in States that have such laws - that people are able to obtain - which outlines exactly what a "Contractor" is required to do - from licensing, to what type of deposit they may require, and exactly how they must write out a Contract. You would be amazed that even with such a Booklet given to Contractor's who pay a fee for their "License" - that they have never read the "Booklet" - whoa be them who runs into the homeowner who has - like myself - who writes up their own Contract based on that Booklet and the law - and bids the Contract out. Then we find out who the "honest" Contractor's truly are. Unique way of doing business now - that the homeowner actually has an upper hand in things.
Yeah, scammers have been around for a long time, and most here are now in jail They don't take it lightly here anymore, you get one shot at scamming a customer, and then you are hauled off; there are now laws to protect "homeowners".
I have no idea if Cali or wherever this person lives, has such a State Law to protect them
First and foremost, write up a Contract, detailing exactly what YOU want done, down to every little detail - find out if your State has a Contractor's Law - along with a Booklet that you may obtain - you'll find all the details for writing your own Contract in that Booklet - normally through your Representative. I picked up mine at the local Grange Fair of all places

Well, to be fair, nearly 100% of all contractors have been pulling *hit like this since they were invented.
NONE of them are to ever be trusted with getting paid up-front, and it's truly unfortunate that MANY people trust first, and ask questions later.

|Piccaboo||That or maybe the shovel trick actually worked and OP took that advice|

I'm expecting something along the lines from the OP:
My ass hurts, I'm out another grand, and I hope he calls me.
