Obamacare, in comparison to the Public Option and strictly free market solutions, cuts the budget more and insures more people than the other two plans. It also does better than simply doing nothing.
The mandate is essential in paying for all the "goodies" that come with the plan. Everyone hates it, but it's a necessary evil. It's there to make sure people are paying into the system; because currently, if you don't have insurance and need an operation that you can't pay for it, the other people with insurance have to cover the bill.
Look at it this way: Why does the state force you to buy car insurance? Because if you didn't, and had an accident, but couldn't pay for it, who would fit the bill? The insurance company of the other person. This would mean that premiums would go up for those people who did have insurance. All the law says is that you have to at least put in for liability coverage to make sure you have some "skin in the game."
As far as "understanding everything in the bill," no, but I have read the entire thing. I have researched the thing over and over. I do debate with people over the law to learn and discover new things about it or possibly change my point of view. I also have an attorney and a lawyer that tell me I don't have to worry. I have less than 50 employees, so nothing will really change with our healthcare plans or costs. Actually, in 2014, we may switch just to save money, but not sacrifice benefits themselves. A lot of what people hear in the media either aren't true or are misconstrued into making people scared of the evil boogeyman.
One of the main reasons we have the sound byte, "We have to pass it to see what's in it," is because once all the benefits/penalties are rolled out, it won't seem so scary anymore.

As to the 15 panel commission, they're just there to run studies to see how fraud can be cut down and savings can be created.

It really scares me that people hate something so much, when they don't even have the facts of what it does or how it works.
I'm not a big fan of the legislation, but it's a hell of a lot better than kicking the can down the road and doing nothing.

We do need reform in our insurance and healthcare system. Unfortunately, ObamaCare is not what is needed. Some points are good but overall it's a mess. I would like Social Security reformed as well. Unfortunately it's political suicide to touch this program.

If so, then you won't be taxed. If not, then you will be taxed due to needing to pay into the system. Either you want to pay for the guy down the street to use the Emergency Room as a trip to the doctor's office, or you want him to take personal responsibility for his own health. Which is it?
Now if you argue with my premise, then tell me exactly what tax you'll be paying and how much it's going to be.
1.) It's an outrage that the IRS is going to tax people who don't have health insurance!
2.) I want to stop paying for others' medical care!
You can't have it both ways. Either those people who weren't putting in, start putting in via taxes, or we still have the same broken system where you're paying for the guy down the road to go to the Emergency Room.
For someone who chastises Congress based on sound clips, it sure doesn't look like you actually read the law yourself.

The suicide person was not a woman (so there may be more than one???) But I am guessing you did not attend OSU and you do not know in which residency program I was working. So quit trying to rewrite my story.
I was not the only one the leave the program there were others. Ohio state tried to keep me from leaving as they did the others. I was warned, about their unlawful tactics. I contacted a lawyer who said there were a lot of complaints.
So I could win my case but loose my career, easy choice.

The better defense is that waste is not typical and if it's really waste, can be corrected by shedding light on it.
And that minor waste is not an argument for cynically attacking legitimate government functions.
