There is a Vonage $9.99 talk for LIFE plan.
- Unlimited¹ local and long distance in the U.S., Canada and Puerto Rico.
- Keep your existing number.
- Use your existing phone.
- Includes Voicemail, Caller ID and Call Waiting and 911 service - and more.
- No activation fee.
- Free device
If you are existing Vonage user, people in that thread said may need to keep calling to get an oversea CSR which may switch you to the $9.99 plan.
And then there is OBi with free google Voice and other Voip.

You are spending way less than most of the people. If you still need cut down cost, disconnect vonage and use reliance/raaza or google voice to make calls to india.
Also, vonage used to have a yearly payment options which saves 20%. Not sure if they have it now.

GoogleVoice is your friend. If you bandwidth is good enough and you have a cell phone - you can split incoming calls to the onlineVOIP (free) or your cell phone.
Additionally, I think the cheapest cost for Internet is grouping - if you live in urban area find a neighbor and ask them to piggy back on their service and split the cost. They can get improved service and you pay them a portion. Most people don't remotely use their full capacity and no point having SSID show up with full bars and unlimited service and you pay for idnetical service.
If you go this option please make a contract on service as the last thing you wnat is to have the Feds knock down your door because of illegal activity on the combined account.

I talked them into renewing my 6month special pricing for 19.99 starter package and giving the boost package for around 12mbps. Only works if you have other options in the area such as Comcast or century.
Still doesnt help my TV bill which I can't get below 49.99 no matter what I try.
