Drs. Foster & Smith has the $34 Aquaclear 70 filter and $20 Jager 100W heater (free shipping if over $49). You'll probably want the $8 large siphon Kleen for housekeeping.
Most of these stuffs can be purchased on Craig List if you have time to wait for the deal to surface.
I prefer a fresh water tank. If you can find someone local that will give you the existing foam media in the tank, then you can put the foam in the Aquaclear and add new fish without the need to "cycle" the aquarium. Otherwise, search the net for various ways of cycling an aquarium.
Once cycled, I like to keep a school of cardinal tetras. I would change 10% of the water daily for two weeks with a new tank. This will prevent the buildup of harmful ammonia that can kill the fish. You can add live plants (java fern or val) after three months. Maintain lighting for 4-8 hours per day. Find out the maximum length of each fish and do not exceed 35" for that 40 gal tank.
Change 15% of the water once a month using the Siphon Kleen.

I just picked up a 40g yesterday. There was one 55g left and a bunch of the 29g.
I am totally new to fish, aquarium's, etc. I just bought the tank, no other accessories. I know I need a light and from what I've read, I should probably get a glass cover to prevent the fish from jumping out and my cats from putting their paws in. Anyone have any suggestions on where to look, besides the obvious choice of Petco or Petsmart? Wanting a good deal and it seems as those a glass cover and light will cost more than the $50 I spent on the tank.
Also, any other suggestions on filters, accessories, decoration would be appreciated. I have not decided what kinds of fish to get or if I want to do fresh or salt. Fresh seems like a better choice for a beginner, correct?

I used to be a manager at Petco and I can say this.
40 breeders are the best deal and the most sought after whether it be for a reef tank or reptiles.
Regardless of demand, we were at the mercy of what they decided to send us as far as quantities of fish tanks for the sale. I did what I had to do inventory wise to make sure we were fully stocked for the sales but obviously ymmv.
Although petco employees don't receive comission for sales don't be surprised if they try to sell you all the extras (ex. Filter, light, decor or heat lamp, decor, reptile) since they aren't making any money just selling the tanks alone.

From the excerpt that you posted, it sounds to me like they should have charged you tax on the sale price (not the original price) because you didn't use a manufacturer coupon (pals card isn't such a coupon) nor are you sending in a rebate form to get the reduced price. now for all we know petco themselves might be getting some form of rebate or discount from the manufacturer but you're not. That line on the receipt could be the means in their system that they keep track of this. the pals rewards card/number (which you used to get the discount) could be considered a "store coupon issued by seller" since it's the means to get the reduced price and petco issued the card program not Aqueon (the tank manufacturer).
