Just tested out the Harmony 200 that was linked for $10.
It is a great little remote with a web programming of the remote and it's buttons. I got this for my parents and am setting it up before I am getting it to them.
I am trying it out with my tv.
So it looks like you will be able to do what you are asking with the XBOX 360.
You will enter your devices first, eg TV, Xbox. Each of these devices is given an assignament to the three buttons at the top of the remote. TV, CABLE, AND DVD.
The software placed my HTPC(XBOX) under the DVD button settings.
Then you will program the buttons. The interface shows a picture of your button and you click on the button you want to change. In you case it would be the volume button. When you hover over the Volume button on there is a pop up asking would you like to setup what controls the volume. In my case I changed the setting from HTPC to my TV.
Now when I am in HTPC(XBOX) mode and I change the volume it doesn't do it th HTPC but the volume on the TV.
Also there is a button (WATCH TV) that can do a simple task. I programmed it to turn on the TV, switch to HDMI1, and turn on HTPC(XBOX).
Another great feature is it has a Learning feature from another remote which is great!

I bought one of the cheapie Logitech. I will see if I can reprogram the 4 colored buttons to other functions.

I think it's Start on the Logitech. I have been using a Logi 720 and I programmed one of my buttons on the lcd screen to be start. It used to start up my XBOX 360 and my HTPC. I had to go into the XBOX to manually not respond to IR and only from the Controller.
I bought two of these units. The seem better than my HP IR receiver. I hid my micro HTPC behind the TV and the remote still works with both my Logitech and the Rosewill one.

For those of you who use MCE do you guys ever get stuck at a screen and can't go back with any button on the remote? The exit button doesn't go back to the previous screen and I end up having to get out my wireless keyboard and move the cursor to the back button on the top left of the screen. It's hard also because the cursor is invisibe and you have to keep moving it until you see the back button kind of change color.
Is there a special button on the remote that goes back from this screen?

As for the receiver, any infra red USB receiver would work. I just ebayed "USB remote control receiver hp" and bought he cheapest one.
