The deal seemed busto online, so I went down to Brea JCP. Those knives are tucked in the mens section pretty quietly, and they're marked at $10, but they DID ring up $5 apiece.
The quality looked decent for the price, didn't seem flimsy or ill-made to me.
Also got these for $5 too: http://www.jcpenney.co
For 5 bones, awesome stocking stuffers.

Anyway, if they are more of an about-the-house or cityfolk, you might look at leatherman-style multitools instead of swiss army knife style, mainly for pliers closer to full size. Swiss army knives tend to favor outdoorsy use.
If you just want a decent stocking stuffer, check out the Home Depot house brand Husky multitools . There's a two-pack that usually sells around $5-7 and it's pretty decent for the price. Probably good enough to gift as a first-time multitool or as backups. HD inventory checker may not be accurate, so best to check in-store around checkout or near the knives/multitools shelf in hardware. Maybe even just print out that HD page and have them look up inventory properly in-store.
If you happen to look at real Swiss Army Knives, the model name gives you a good clue to who it's aimed for. For example, Tinker for workbench-types, Hunstman for camping. The Champ is probably the main all-around line, and the Classic is probably as bare as you want to get with a multitool without focusing squarely on a dedicated knife.
