Eric Frein lookalike: I've been stopped repeatedly
Tully, a father of two, said he walks five miles each way to his job at a metal manufacturing company because he doesn't own a car. He carries a backpack, which police believe Frein has also done.

Could also be staged (by the gun owner)
1st walking around early hours of the day ( pre - 7:00am?)
2nd robbed by guy in flip flops? (not exactly a way to sprint)
perhaps the guy who owned the gun found someone who wanted to buy it (but buyer was felon) set up this scene so that he can get paid + not be liable for stolen gun?
