Seems that they're at it again. I placed an order using Paypal and now the order is in hold until I add a Visa Card for payment.
The message is that they couldn't authorize the Paypal payment , which is bull as my account is in 100% good standing.

I want to chime in with another case of fraud, which I am 100% certain is due to Rakuten. It's an older case (I bought the item almost a year ago), but I believe I have most of the details right. I could look them up they need to be exact, but I may not be able to get all the exact dates.
I ordered a printer from Rakuten on Sept 19, 2014 (believe that is the exact date, at most a day or two later). It was from Rakuten, not from another seller like the thing just doing business there (like on Amazon). The printer arrived perfectly, and there was no fraud activity for months - then, on November 24th (think it's the 24th), a small charge was attempted in Florida at a Walgreens (pretty sure it was the 24th and Walgreens, it was one of those charges that fraudsters like to do because they may slip through the cracks or not noticed), followed by some more attempts 2 days later at an Apple store in Florida for literally thousands of dollars. There was like I think 5 charges in total, at Apple, the amounts varied, but somebody tried to put a $10,000 charge on it in just one transaction. That is so ridiculous, it's like whoever had the info knew it wasn't going to work, but just did it to send a message or for fun.
I know that this is 100% traceable to Rakuten because the card that was affected was seldomly used for anything. It was mainly a backup/emergency card, any time there was an online purchase on it, the bank would call immediately to confirm it was us, that's how limited this card was used. The second that out of state Walgreens charge was posted, the card was shut down. This was literally the ONLY online purchase in months leading up to this, and there wasn't any purchases after the Rakuten one. It was Rakuten, 100%.
I'm really disappointed this happened, because Rakuten could be an alternative to Amazon, but how can anything be an alternative if you could have your credit card being used to who knows who, in who knows where? I also had no other problems with my order - the stuff arrived in a timely fashion and worked perfectly. I would actually shop at Rakuten if this wasn't the case. Now I won't even risk a disposable card or rebate card at it.
I think there is an internal ring going on inside. Several employees could be cherry picking numbers, that's why it's inconsistent and has been happening for so long. It also could reduce the probability of getting caught, if several are in on it. Somebody on reddit once said something like "Build up an amazing eBay score, then send somebody a wild animal in a package (lets assume this is possible)... upon opening it, chaos ensues, but nobody would believe the person when they posted a negative review... plus that one review wouldn't put a dent in their cumulative eBay score", just like how the 300+ here who have been victims don't put a dent in the overall business of Rakuten.
