Program is Expanding
From: Surface Blog
Surface gets good grades with education. We’ve been really excited by the response we’re getting to Surface from students and educators. From Qatar to Australia to Illinois, Surface is making a real difference by being a great tablet with Office. In June, we announced a one-time offer for Surface RT starting at $199 for qualifying educational institutes running until the end of August in 26 countries, valid for all K-12 and universities purchasing direct from Microsoft. In the coming weeks, we will expand this into the commercial channel, starting with Authorized Surface Resellers in the US. Microsoft has a long tradition with education, and this offer is intended to get Surface in the hands of even more educators and students. Taili and Chris are examples of how Surface is the perfect device for students on campus. We hope this offer helps ‘spread the love’ to this important audience we’ve always been connected with.
tl;dr "In the coming weeks, we will expand this into the commercial channel"

Windows 8 catches on in K–12 as districts move to modernize learning:
"In addition, Microsoft is pleased to offer special pricing directly to schools and universities in 26 markets around the globe, including the U.S., for a limited time. Between June 17, 2013, and Aug. 31, 2013, K–12 and higher education institutions can purchase any amount of Surface RT (32 GB) devices for $199, with the Touch Cover for $249 and with the Type Cover for $289 while supplies last."

I'm not sure why anyone would want Microsoft "RT"? Remember, you need to buy a Microsoft Surface Pro (or similar) in order to get a full Windows 8 experience.
I'm gonna stick with my Android tablet until the fully functional Windows 8 tablets (like the Asus) become even more affordable.
But, that's just my opinion....

Original source page has been pulled down, but:
"The offer is available direct from Microsoft to K12 and higher education institutions. It is available to schools in..."
"There is no minimum order requirement. Microsoft is recommending that schools get their orders in early as it is a "while supplies last" kind of deal."
ZDNet's copied content says that everything must be ordered by institutions from Microsoft- no mention of consumers buying them individually.

|steppedinit||You have to buy them through your school, students cannot buy them directly.|

32gb Microsoft Surface RT tablet - $199 educational price starting June 24
Microsoft pulled the site down, but ZDnet got them to confirm the deal will be vailid beginning June 24. Even though it's just running Windows RT, $199 is still a great price for a 10" tablet. These are the deals going to be offered:
32gb Surface - $199
32gb Surface with touch keyboard cover - $249
32gb Surface with type keyboard cover - $289
